Warehouse Racking in Allentown & Bethlehem, PA: A Local Operator's Guide

Allentown and Bethlehem form the industrial core of the Lehigh Valley. They sit six miles apart, they are the region's two largest cities, and they present almost opposite racking problems. Allentown is a layered city where a converted mill and a modern flex building can sit two blocks apart. Bethlehem is a city where 1,600 acres of former steel plant became one of the largest distribution redevelopments in the Northeast, leaving brand-new Class A boxes standing near buildings that were pouring steel eighty years ago. Here is what warehouse operators need to know before planning a racking project in either city.

Allentown's Industrial Corridors

Allentown is Pennsylvania's third-largest city and the seat of Lehigh County. Its industrial base accumulated in layers rather than in one build-out, which is why clear heights across the city range from 14 feet to 32 feet with no reliable relationship to the neighborhood.

The Front Street and Lehigh River corridor is the city's most distinctive industrial submarket, and its most difficult to rack. Buildings range from early-20th-century brick manufacturing to 1960s and 1970s tilt-up, with clear heights typically running 14 to 26 feet and irregular column spacing inherited from the production lines they were built around. Slabs are the real issue: pre-war pours of unknown thickness and reinforcement, frequently sitting over buried footings and utility trenches from equipment removed decades ago. Coring the slab in multiple locations before anchor design is not optional here, and where the existing pour cannot carry the base plate load, a footing or slab-repair detail gets engineered into the package rather than solved with a bigger anchor.

The Lehigh Valley Industrial Park campuses in the east end are the city's mid-century industrial backbone — generally 20-to-28-foot clear, purpose-built for distribution and light manufacturing, with more consistent column grids than the river corridor. Standard selective at 18-to-26 feet is the workhorse configuration, with double-deep on perimeter walls where bay depth allows it.

The American Parkway and Route 22 corridor holds the city's newer flex and regional distribution stock at 24-to-32-foot clear. Post-tension slabs are common in anything built from the 1990s onward, which means cable scanning before anchor layout. These buildings support taller selective with push-back or pallet-flow lanes where SKU velocity justifies the density.

The Lehigh Street corridor in south Allentown runs 20-to-26-foot clear and skews toward retail-support distribution and building products. Cantilever for lumber, pipe, and long goods alongside standard selective for palletized stock is the common mix — we frequently install both systems in one building rather than forcing everything onto pallets.

Bethlehem's Industrial Submarkets

Bethlehem is the only Lehigh Valley city that straddles two counties, sitting in both Lehigh and Northampton. That is worth knowing before a submittal, because it changes which county records you are working from even though city code enforcement handles the permit either way.

The Bethlehem Commerce Center on the former Bethlehem Steel land is the dominant story. Roughly 1,600 acres of industrial ground, with Keystone Opportunity Zone designations on parts of the site, filled with some of the largest fulfillment and distribution buildings in the region. These are modern Class A: 36-to-40-foot clear, post-tension slabs, ESFR sprinklers, cross-dock configurations. They reward building to the cube — tall selective at 32-to-36 feet as a baseline, with push-back, pallet flow, or very-narrow-aisle where velocity justifies it. Post-tension cable mapping precedes every anchor, and most landlords here require documented scanning before drilling.

The Steel-era brownfield conversions tell the opposite story. Crane rails at height, filled or open pits, embedded rail sidings, and slabs of wildly varying thickness across a single building. Clear height can swing from 30 feet under a high bay to 18 feet in an adjacent section. These systems frequently need custom upright heights per run rather than one schedule for the whole building, and the layout gets built around the real structural grid rather than a theoretical one.

Lehigh Valley Industrial Park VI and VII sit between those extremes at 24-to-32-foot clear, mixing spec and build-to-suit construction. Heights vary building to building here, so each one gets measured independently rather than assumed from the park average.

The Route 412 corridor running south toward I-78 holds supplier and light-industrial stock at 20-to-28-foot clear, serving the manufacturing base rather than national distribution. Selective plus cantilever and carton flow for mixed manufacturing supply is the typical configuration.

Permitting: Allentown vs. Bethlehem

Both cities enforce the Pennsylvania Uniform Construction Code, which is based on the 2018 ICC family of codes, and both require engineering drawings sealed by a Pennsylvania-licensed design professional above threshold height and load. The substantive engineering requirements are the same. What differs is the department and the process.

Allentown processes racking permits through the City of Allentown Bureau of Building Standards and Safety. One local quirk matters: commercial projects must clear the Zoning Bureau before plans reach the building code official, so starting with the building department can cost you a cycle. Plan review for a standard racking project typically runs three to five weeks, with the Allentown Fire Department Bureau of Fire Prevention handling concurrent high-piled storage review for storage above 12 feet.

Bethlehem permits through the City of Bethlehem Bureau of Code Enforcement. Commercial applications require three sets of construction drawings and three site plans — more than many neighboring municipalities ask for, and worth confirming before you print. Review typically runs three to five weeks with fire review concurrent.

The larger point for both cities: Pennsylvania has no county building department. If your building sits outside city limits — in Hanover, Bethlehem, Salisbury, or Whitehall Township — the reviewing office is that township, not the county, and several of them route commercial plan review through third-party code agencies. Mailing addresses routinely cross municipal lines in this region. Confirm jurisdiction from the parcel before drawings are commissioned, because submitting to the wrong office costs weeks.

High-Piled Storage Review

Storage above 12 feet triggers high-piled combustible storage review under IFC Chapter 32, referenced through IBC Section 413. The threshold drops to 6 feet for high-hazard commodities. In practice this means essentially every rack system in a modern Valley distribution building gets a fire review alongside the building permit.

Commodity classification drives how demanding that review becomes. Product packaged in plastic totes, shrink wrap, or polyethylene frequently falls into Group A plastics, which carries the most stringent requirements in Chapter 32 and can require in-rack sprinklers at specified elevations. Classify your commodity before the rack is designed — it changes the answer, and discovering it during plan review means redrawing.

Submit the building permit and the high-piled storage review the same day so they run concurrently. Sequential submittal is the most common self-inflicted delay we see in both cities.

Winter Dock Conditions: A Local Racking Consideration

One consideration specific to this market is the winter dock environment. Through a Lehigh Valley winter, trailers back in coated in road brine and lift trucks track salt slurry back inside, where it pools exactly where uprights meet the slab. De-icing salt accelerates corrosion on bare steel — base plates, lower upright sections, and beam connections in the first bays off the dock line corrode measurably faster than identical components in the middle of the same building. Older unheated and partially heated stock along the river corridor compounds it with condensation cycling.

For any facility running heavy winter dock traffic, galvanized uprights and hardware in the first bays off the dock line are worth specifying rather than treating as an upgrade. During rack inspection audits in both cities, base plate corrosion is the most common deficiency we find in buildings that have operated without a formal inspection program for more than ten years.

Which Market Fits Your Operation

If you need tall clear, modern slab, and ESFR — national fulfillment, high-volume distribution, anything where cube is the constraint — Bethlehem Commerce Center and the newer Class A stock is the straightforward answer, and the I-78 corridor west of Allentown competes directly for that business.

If you are a mid-size regional operation, a manufacturer, or a trade-supply business, Allentown's industrial park and Lehigh Street stock generally offers better economics than paying Class A rent for height you will not use. The tradeoff is that you will be designing around real building constraints — measured clear height, verified slab, actual column grid — rather than dropping a standard system into a standard box. That is normal work here. It just needs to happen at design time rather than during installation.
